
Scenic “Café 360” Reopens at Mt. Horai, the Highest Point of Biwako Valley

Introduction
At an altitude of approximately 1,170 meters, Biwako Valley’s “Café 360” has reopened after a major renovation, transforming from a seasonal green-season spot into a year-round attraction. Located at the summit area of Mt. Horai, the highest point in Biwako Valley, the café now welcomes visitors even in the winter season—whether or not they ski or snowboard.
A New All-Season Viewing Experience
Previously, Café 360 was open only during the green season, and in winter the deck was removed as the area turned into part of the ski slopes—accessible only to skiers and snowboarders. Now, thanks to the renovation, anyone can enjoy the summit’s stunning views by taking the ropeway and two chairlifts from the base.
Relocated for Immersive Views
The new Café 360 has been moved closer to the Lake Biwa side, creating an immersive sensation as if “one step forward is Lake Biwa.” This relocation offers a more dynamic and expansive 360° panoramic view and secures a permanent observation space for year-round use.
From this higher elevation—about 100 meters above the Biwako Terrace Main Terrace—visitors can take in breathtaking scenery, including:
- The sparkling surface of Lake Biwa
- Snow-covered peaks in winter with crisp, clear air
- Cityscapes of Kyoto and Osaka
- Mountain ranges along the Sea of Japan coast
- On clear days, even the 3,000-meter peaks of the Southern Alps
Winter Season Highlights
The elevated position offers a sense of diving into Lake Biwa, and in winter, the pure white snow contrasts beautifully with the surrounding mountains and valleys. The crisp winter air adds depth to the view, creating a simple yet dramatic scene.

Operating Period & Hours
Until Sunday, March 23, 2025 — Open daily from 9:30 a.m. to 3:30 p.m.
- Last uphill ride on the Horai Lift for sightseeing guests: 3:00 p.m.
- Travel time: Approximately 20 minutes one way (via Utsumi Lift and Horai Lift, after arriving at the Ropeway Summit Station)
Note: Weather at the summit can change rapidly, and ropeway or lift operations may be suspended or canceled without notice. Strong winds are common in winter. Please check the “Today’s Operating Status” page on the official Biwako Valley website or the operation status signboard in front of the Ropeway Base Station for the latest updates.
Looking Ahead
This reopening is for the terrace deck only. The grand opening is scheduled for April 2025, when guests will be able to enjoy food and beverages at Café 360. Further announcements will be made closer to the opening date.
